Dar es Salaam, the acting Director General of Tanzania Meteorological Agency (TMA)
and GFCS-Project Delivery Team chairperson Dr. Ladislaus Chang’a officiated the
opening of PICSA workshop.
Dr. Chang’a told the participants that at the
end of the training workshop, Tanzania through Tanzania Meteorological Agency (TMA)
will upgrade the production of quality data through the latest version of
R-instant, and he expects participants to be competent enough to upscale the
knowledge to other part of the country and continent in general.
‘It’s important
for Tanzania through TMA to enhance capacity in processing and analysis of historical climate
data and generation of quality products using all available tools including latest version of R-Instat. The knowledge attained
need to up-scaled to the rest of the country and across the continent, urged
Dr. Enhanced knowledge in the processing and analysis of historical climate
data is fundamental for provision of quality services including in effective
planning and decision making in all socio-economic sectors. These efforts are
expected to contribute in effective implementation of Tanzania Development
Voision (Vision 20105) and supporting the aspiration of Tanzania to become the
middle income and industrialized country.
Earlier during
the opening, the facilitator of the training Prof. Roger Stern from University
of Reading and stats4SD assured the participants that through R-Instat, TMA
will be able to handle and analyze data from multiple stations simultaneously.
He added that R-Instat, has been developed by Africans in Africa for
addressing common statistical challenges, including improving statistical
literacy in Africa and beyond. The R-Instat is an open source statistical
software, which provides an easy-to-use front end to the R statistical system. It
incorporates many R packages like the original Instat, and it is designed as a
general statistics package with an additional climatic menu.
The training workshop was held under the umbrella
of the Global Framework for Climate
Services-Adaptation Programme in Africa Phase II project, with financial
support from the Government of Norway through World Meteorological Organization
(WMO). GFCS is an opportunity for Tanzania and Africa to make use of weather
and climate data for sectoral
planning, advocacy and socio-economic development through implementation of
National Framework for Climate Services (NFCS).
