TANZANIA YAZINDUA PROGRAMU YA KIDUNIA YA HUDUMA ZA HALI YA HEWA (GFCS) AWAMU YA PILI.

Tanzania imezindua rasmi programu ya kidunia ya huduma
za hali ya hewa kwa awamu ya pili, tarehe 18 Septemba 2018, katika ukumbi
wa Golden Jubilee Tower, Dar es Salaam. Mamlaka ya Hali ya Hewa Tanzania kwa kushirikiana na Shirika la Hali ya
Hewa Duniani (World Meteorological Organization) kupitia ufadhili wa Serikali
ya Norway imekuwa ikitekeleza Mfumo wa Kidunia wa Huduma za Hali ya Hewa “Global Framework for Climate Service-GFCS
(2014-2016)”. Washirika wengine katika mradi huu hapa nchini ni Wizara ya
Kilimo, Wizara ya Afya, Maendeleo ya Jamii, Jinsia, Wazee na Watoto, Shirika la
Mpango wa Chakula Duniani – WFP, Shirika la Afya Duniani – WHO, Shirika la
Msalaba Mwekundu Tanzania.
Utekelezaji wa programu ya GFCS hapa Tanzania ulianza mwezi Februari 2014 kwa warsha ya uzinduzi iliyojumuisha wadau wa masuala ya hali ya hewa wa ndani na nje ya nchi. Lengo kuu la warsha lilikuwa ni kukubaliana namna bora ya utekelezaji na usimamizi wa programu ambapo mfumo wa utekelezaji na usimamizi uliundwa rasmi ikiwa ni pamoja na mapendekezo ya TANDREC kwasasa TADMAC kuwa msimamizi mkuu wa GFCS, na kuchagua rasmi wilaya za Kiteto na Longido kuwa maeneo ya majaribio ya utekelezaji wa programu sambamba na Mfumo wa Taifa wa Huduma za Hali ya Hewa “National Framework for Climate Services (NFCS)” uanze kutekelezwa kwa kushirikiana na wadau mbalimbali.
Akizindua
rasmi programu hiyo, Katibu Mkuu Ofisi ya waziri Mkuu (Sera na Uratibu) Prof.
faustin Kamuzora alisisitiza kuwa programu hii imekuja wakati muafaka kwa vile
serikali imekuwa na jitihada za kukabiliana na majanga yatokanayo na hali mbaya
ya hewa, aidha alisisitiza umuhimu wa utekelezaji wa program hiyo huhakikishe
taarifa za hali ya hewa zinawafikia wananchi hususani wa maeneo ya vijinini kwa
wakati na usahihi huku akiipongeza TMA kwa ongezeko la usahihi wa utabiri unaotolewa
kwa kipindi cha miaka ya hivi karibuni.
Naye,
mkurugenzi mkuu wa TMA Dkt. Agnes Kijazi alimshukuru mgeni rasmi na wafadhili
wa programu hiyo kwa ushirikiano wao huku akifafanua lengo la uzinduzi wa awamu
ya pili ni kuanzishwa rasmi utekelezaji wa shughuli za program kwa awamu
nyingine. Ikiwa na lengo la kuongeza uelewa wa matumizi ya taarifa za hali ya
hewa kwa watumiaji walio katika hatari ya kuathirika na hali ya hewa hasa hasa
katika kukabiliana na maafa yatokanayo na hali mbaya ya hewa, usalama wa
chakula na afya
Kwa
upande wa wafadhili wa programu hiyo kupitia serikali ya Norway, mwakilishi
kutoka WMO Bi. Erica Allis alisema kuwa WMO imeamua kuzindua awamu ya pili ya
utekelezaji wa programu hiyo kutokana na mafanikio yaliyopatikana katika
utekeleza wa awamu ya kwanza na uhitaji wa utekelezaji wa kina zaidi kama vile
kufanyiwa kazi mahitaji ya mfumo wa taifa wa hali ya hewa, utoaji wa taarifa za
hali ya hewa zenye ubora zaidi kwa maeneo madogo madogo na mafunzo kwa
wataalamu ndani na nje sambamba na usambazaji kupitia mfumo wa simu za mkononi

Mwakilishi
kutoka Norway aliongezea kwa kusema kuwa wanatambua uhitaji wa taarifa za hali
ya hewa kwa jamii kwahiyo ni wakati muafaka
kwa wadau wanaoshiriki katika utekelezaji wa programu hii kujifunza kutoka
katika awamu ya kwanza na kufanya maboresho ya utekelezaji wake ili jamii
ikanufaike zaidi na programu hii.
Uzinduzi huo ulihudhuriwa na
wadau mbali mbali kutoka wizara za serikali, mashirikia ya kimataifa, mashirika
ya elimu, mashirika ya siyo ya kiserikali, taasisi za utafiti, wanahabari na
wengine wengi.

THE 16TH MEETING OF THE GFCS PROJECT DELIVERY TEAM (PDT) OF TANZANIA AFFIRM PREPARATIONS FOR GFCS PHASE TWO IMPLEMENTATION
The
sixteenth meeting of the Project Delivery Team (PDT)
for GFCS implementation in Tanzania was held on 13th September at
Ubungo Plaza, Dar es Salaam. This was the first meeting in the context of
implementation of GFCS Adaptation Programme in Africa (APA) Phase II.
The
meeting was officiated by opening remarks from the Permanent Representative of
the United Republic of Tanzania with World Meteorological Organization, Dr.
Agnes Kijazi. In her remarks, she expressed her thanks and appreciation to PDT
members for the excellent work in implementation of Phase I that culminated
with the preparation and launching of the National Framework for Climate
Services for Tanzania. She urged the PDT to work with more momentum and focus
their efforts and skills in effective implementation of Phase II activities and
also the National Framework. The APA aims to increase the resilience of people
most vulnerable to the impact of weather and climate-related hazards by
developing user-driven climate services for food security, health and disaster
risk reduction in Tanzania and Malawi.
The PDT,
which normally meet on Quarterly basis, is responsible for monitoring progress
on implementation of the programme activities, planning and implementation of
joint activities. Members of the PDT include participants from Tanzania World
Food Program (WFP-TZ), Vice President Office (VPO), Prime Minister’s Office
(PMO), Ministry of Health, Community Development, Gender, Elderly and Children
(MoHCDGEC), Ministry of Agriculture (MoA), World Health Organization (WHO),
Tanzania RedCross Society (TRCS), Tanzania Meteorological Agency (TMA) and the
University of Dar es Salaam (UDSM)
The
PDT deliberated on the preparation for the implementation of Phase II of the
GFCS Adaptation Programme in Africa, funded by Norwegian Agency for Development
Cooperation (NORAD).
PDT
members reviewed and endorsed the programme for the technical meeting scheduled
to take place on 17th September 2018 and the programme for the
official launching of the phase II that will be held on 18th
September 2018 at Golden Jubilee towers, in Dar es Salaam.
